That's not true. People who had HIV in their blood during the 77 Hep B vaccine trials are still living AIDS free. If factors cause it to turn to AIDS it turns to AIDS if you're one of the very few lucky ones it may not and there's no time table (like you said, 20 yrs) to say when HIV will definitely turn to AIDS regardless of the person.
