as far as I remember this was shared as MPEG2 SVCD, not proper MPEG2 DVD, you can tell by the size of this, should be 2.10 GB ± AND approximately in standard DVD quality...

but still nice to see this keeps being shared,

You can open them with Power DVD or other software, but these files are for you to burn as DVD. Try Nero (or other burning software) and burn these files as DVD video files (Video_TS).
