Which version of WinRAR? The latest, I think. http://www.rarlab.com/rar/wrar37b2.exe (windows) But it doesn't matter which version you have. Quality of audio files (in this case .mp3) depends on the audio files itself. How it was compressed, what the format is (e.g. FLAC is definitely better than Mp3) etc. The archive manager (WinRAR) has nothing on this.

But if you ask about an application to PLAY .mp3, you've got free choice. There are loads of players in the internet. Just choose which do you prefer.
