How come in the video everything is played a little bit higher?

It is indeed sped up a bit.
It's some nonsense about the PAL vs. NTSC transfer rate, or film to video or something. Though it's not a problem with hardly any other movie or concert, for some reason people seem to think this can't be corrected.
You run the film at the proper speed and record it (telecine) to whatever format you're recording on, and that's it. It's recorded at the right speed. If frames get dropped or whatever, that's life. I don't know why they sped up the audio rather than letting the video look a little weird, or whatever the alternative was.
I'm sure if it's ever released to DVD it'll be just fine. And both formats (PAL and NTSC) will be just fine.

Film runs at 24 fps and PAL is 25 fps. So films in the PAL format run 4% faster than they should but the picture quality is slightly better than NTSC.
So when Budapest is released on DVD, Queen Productions can either pitch correct the audio (it will still play faster though) or they can double one frame for every second (will give a slight jittery look and is very rarely used.) Or they could just release it in NTSC format in all territories which is becoming more and more common especially with HD formats.
PAL speed-up can be corrected using WinDVD on playback but it's not an ideal solution. I'll probably buy the US or Japanese DVD if the UK gets a PAL edition.

The 'Under Review' folks have used numerous clips from that show in volume two, and theirs looks rather strange and jerky but I think they also used a VCD version or something. To further confuse things, though I bought the UK version, it's NTSC.

I did a transfer from laserdisc to dvd for myself. And I corrected the pitch by slowing it down to NTSC speed. So my final dvd is also NTSC.
But I also made a PAL version of it. And although there is an framerate conversion from 24 to 25 (without speedup) you won't notice it when you watch it on a regular tv. but on a pc you'll notice it.

I also dont like the quality on this concert,something about it! I think its something to do with the lighting.

Yes, my Budapest '86 plays higher than the "real" one (I don't own it) a chromatic. I sometime have to lower it by the DVD player ;D
