It´s indeed Paul Di`Ano but i doubt this is Iron Maiden. I think this is from Killers (his solo project).
The reason i say this is because i think Maiden could do better than that, but i can be wrong.

I think it could be from the years when iron maiden had a singer called blaze bailey, they were always doing covers of songs in thoese days, some of which being 'My Generation' by The Who and 'Doctor Doctor' By UFO. It sounds like his voice to me!
