Well, we have no way of knowing. Is it true that the BBC were packing up their cameras while Queen were playing the encore? If so, then was at least one camera still running?
People need to realize that some collectors make up rumours like this just so that people won't be interested in the recordings, because it will become known that they "don't exist". It has happened before, and it'll surely happen again.

Bob, why should collectors make up a rumour that a recording does NOT exist? I always thought there are rumours about recordings that do exist but nobody ever saw/heard them :-) I heard rumours that the Hammersmith encore was filmed but I never saw a second of proof for this theory.

Suppose the footage exists, and I managed to get it, and told everyone that I had it... obviously everyone would want it. But if I'd continue to propagate the rumour that only 8 minutes of footage exist, then nobody would ever want the rest of it, because they wouldn't know it is out there.
This kind of thing happens in the Led Zeppelin world all the time. There are plenty of recordings that are cut, and the hoarders create the rumours that a few songs weren't recorded, just so that people won't keep asking for them. These same hoarders will never reveal everything that's in their collection. If people don't know something exists, then they won't ask for it. It's easier to say the show wasn't recorded, and the discussion usually ends there.

Okay, that is very weird - a recording does not disappear only because a collectotr says so. In the Queen world you have people swapping incomplete recordings in order to keep a monopoly of the complete recording. I find that annoying, too.
