He has made the torrent without putting the announce url in.It has no tracker url address.
This torrent will not work via the tracker.
It will only work with DHT.

All people will have to download this with u-torrent or any client capable of DHT transfers.

Somethinks wrong - I download 49MB (little to much I think but show me 100%) and all track runs 0:58. What is fu..ed ? :/
