My younger brother was 11 or 12 when we started bringing him to concerts. It was his own idea to wear ear plugs. I think his first version was some spit on wadded up paper (which he made for himself during the concert ... maybe he used paper from the outside of a straw). Then I think he purchased real ear plugs for future concerts. He was probably the only sensible one of us all, in that respect, as he always had ear plugs with him.
Anyway, I think bringing a 10 year old is just a matter of imagining the worst case scenario and preparing for it NOT to happen (kid gets lost in crowd, kid gets an elbow to the face in general admission area, kid can't see over other people's heads, kid becomes bored or tired or upset by the loud music).
If he really wants to go, you should go ahead and get tickets for the seats. If you don't want to be stuck in the seats yourself, then maybe another adult could accompany your 10 year old in the seats, and you and the 16 year old could be nearer the stage. So, you would then need to purchase 4 tickets. At the prices they are charging, this will be an expensive night for you. Ha. Nothing wrong with splitting up during a concert, though.
I have never seen anything "too adult" at a Queen concert. Back in the 1970's people used to pass pot down the row and I remember my mother attending some of the concerts with us and we had to prepare her: "Mom, if anybody hands you a joint, just pass it to the next person." I think it would be similar with a 10 year old - just prepare them for the various things that might happen and how they could react, and then make sure an adult is with them at all times.
Sorry, this is so long, but I do feel strongly that kids should get to go to cultural events, such as concerts (depending on the group). My first Queen concert was when I was 14 and my Dad drove us. It was one of the best nights of my life.

I went to the show in Vancouver back in 2006.
I don't remember the sound being ear blasting, even from row 22 in floor section :)
There was a couple brief moments where you could smell pot being smoked (once during guitar solo, can't remember the other instance :P )
Otherwise, I remember seeing a few kids in the audience. I think they had just as much fun as I did (and it was a blast!) :)
So I think it should be fine for them to go.
Only thing to worry about is if Brian happens to drop F-bombs again like he did a few shows back then before people complained :P

Seriously though, compared to two instances at the Queen + Paul Rodgers concert, I only smelled pot once at the Roger Waters concert last year :P (though I heard there were more pot smokers in the upper standing levels - which I didn't have to deal with, cos I was down in first row, floor section at that show :D )
