Yes I think it can.
But I am not sure whether to remove the QUEEN logo or not. Because it's not alpha transparent, meaning I'd just have to blur it out like opaque logos. With "9" logo there's not much problem because it's in the corner where's mostly dark and no detail under it, so you wouldn't notice it's blurred.

I wouldn't bother trying to remove the on screen logos (I hate blurs).
They are not on screen throughout the whole concert anyway.
At least this copy does not have the usual added QTV logos!

Well I can't make into DVD quality obviously, but overall I do feel it will look better. Also, I'll probably remove the "9" corner logo. You won't see blur because mostly it's dark in the corner anyway. I'll leave the QUEEN logo though.
