I can't see the album being released before the tour as this starts soonish and usually there is a 6 week period between official press release and official physical release of the album.
No - I think QP will be aiming this (as they have done on many occasions before) at the Christmas market where sales are always higher. Probably early November is my best guess - I would be very surprised if it was any earlier then this..

Well the United States of Government are working on this issue, and Canary Wharf and in particular, 8, Canada Square E14 is the first target but there are many others in Zone 2 and Zone 1 of London.
