Nope, that's called a "talking blues", it's been around since at least the 1920s: http://en.wikipedia.org/wiki/Talking_blues .
I head some Plan B recently, which was surprisingly good, although I don't know if that could be labeled as rap.

To be fair, I don't like rap and never have, but I do like some things like Debbie Harry rapping in Rapture (also check out Military Rap on her first solo album), the song World In Motion by New Order (it's also got rapping in it) and the above posted Stutter Rap.
