Personally, Innuendo has always been my favourite album cover. Not just of Queen... but any band or artist. I know it's an old Grandville sketch that's been coloured in (Juggler Of Universes), but it's such a striking image. The artwork on the back and for subsequent single releases are all great too.
The Works and NOTW album covers would be up there for me also.

not The Works, surely? - that's an extremely unremarkable album cover
from the queen catalog: Queen II (a truly iconic cover), Innuendo, NOTW and The Cross - Mad Bad & Dangerous to know.
as regards other bands easily, far and away one of the best Beatles - Abbey Rd
closely followed by a couple of Yes albums, Rainbow - Rising, Thin Lizzy - Black Rose, Zep - Physical Graffiti, Floyd - DSOTM,
And one just for a perfect description of it's own album title - Status Quo - If You Can't Stand The Heat....

Hot Space features a dynamite album cover as does Live Killers and Sheer Heart Attack. All three are electric and vibrant.
Come to think of it...Jazz is too.

Good topic! I was pondering starting a thread on this topic a while ago, but never got around to it.....
My favorites......#1 has gotta be Queen II.......simple, memorable, iconic.....I even love the font of the 'Queen logo'...........
Also.....Opera/Races (I lump those two together, cus its basically the same thing, just different colors), for pretty much the same reasons....Hot Space is a good one too...........
Least favorite.............A Kind Of Magic.......too darn cartoony!
I think I could almost put Rainbow in my most AND least favorite lists at the same time............I like the picture of Freddie....and I even like the purple (kinda reminds me of the 1st album!).......but that cheesy 70s-ish font bugs me...........
Too bad that Queen never had a cover done by Roger Dean........that coulda been interesting!

(Both having been done before their notions of artwork came into things)
ORIGINAL artwork: MADE IN HEAVEN. ... It's beautiful.
A Kind Of Magic was cool. I used to adore the silliness of it. Maybe it was done for commercial appeal like many things were targeted in the 1980's (towards children)

News of the World's is unforgettable and creative - I'd say that takes the top spot for me.
The photo used for Queen I is awesome too, Queen II's even more so.
A sort of related question - was the photo used for the cover of Queen II iconic or appreciated at all in itself? Or did it only come to be recognised when it was recreated for the Bohemian Rhapsody film clip?
