Why "Let Me in" not on The Works album?

Because the band had not prioritised doing so, selecting instead other tracks - specifically those that were on The Works, and I Go Crazy - to work on instead.

it WAS unfinished, and it also wasn't finished.
However, ONLY in late 2014 could its state be described as "wasn't unfinished" or (more simply) "finished"

I'm surprised everyone thinks it's so fantastic. If it were on the The Works album - it would be as memorable as Keep Passing The Open Windows - which isn't a bad song, but is largely forgettable. Right now, everyone still has it fresh in their minds - so it's a standout track.
Also, Let Me In Your Heart's sister track is clearly It's A Hard Life. Having both on the same album is redundant... It's A Hard Life is the better of the two.

Side A
1. Radio Ga Ga
2. Tear It Up
3. It's A Hard Life
4. Action This Day (with Roger's 84 kit)
Side B
1. Let Me Live (reworked without choir)
2. I Want To Break Free
3. Made In Heaven
4. Hammer To Fall
5. Is This The World We Created
This would probably have made for a more interesting album.
