Weird, in my case Innuendo it's first pressing and it's pristine, same for The Miracle (also bought in 1991)
Both manufactured in Holland.

It could be caused by the plastic in the tubs you are storing the CDs in. I know with vinyl, PVC sleeves can cause "fogging". Perhaps the plastic used in the tubs is reacting with the CDs.
