You seem to be alone in that opinion.
It isn't arrogant to call out a troll for being a troll. It's simply calling out a troll for being a troll.
I invite you to consult any online dictionary to see what the word "troll" actually means, and maybe you'll learn to be less angry at people on the internet who understand the term (and, ideally, spend less time defending trolls and, by extension, becoming one yourself). Let's assume for a moment that he's right and Bob didn't actually reply. Even in that case (which could've had plenty of explanations such as it having gone to junk mail, an internet connexion fail at the time of pressing 'send', good old procrastination, etc), the mature course of action would've been contacting him privately again and bringing it up.
Instead, RafaelS presumably went straight to airing that dirty laundry in public, presumably trying to rain on his parade just as Bob was (rightfully and deservingly) celebrating the tenth anniversary of his fantastic website. Whether RafaelS contributed a lot, a little or nothing to QZ is completely irrelevant IMO: inflammatory comment is being inflammatory; it's being poorly timed and done in an awful way. That's what makes him a troll.
PS: Over the many, many, many instances Bob and I have failed to see eye to eye or even engaged in long-winded debates, not once has he ever been uppity or dismissive.

Kudos on the anniversary. A great place to go down Memory Lane when my binge urges surface. Glad that I was able to contribute a couple of articles (and pleasantly surprised to have been credited).
