Bush might seem an idiot, but he's not as dumb as the people who will vote for him on the next election.
Yeah and I think this is one of his best moments since choking on a pretzel, falling and hitting his head.. though that may explain some things.
In this one instance I think you could blame the speech writer as well. I know Bush should read his speechs before he stumbles through them but by his own admission he doesn't read much. I wonder was some disgruntled employee taking the piss.
