When you've got the pubs shutting at 11pm and the clubs shutting at 1am the police are stretched and that's when the trouble occurs, in my opinion.
Strangely enough, I was talking to my Dad about this last time I saw him (he's a duty inspector for west mids police in the centre of birmingham) and he was saying that 24 hour licensing should actually help. If all pubs/clubs close at the same time, you get a huge outpouring of pissheads looking for a fight, and spread across a city like birmingham, that makes life very difficult for the police, as you end up with a couple of hundred simultaneous incidents spread accross the whole city. However, 24 hour licensing (as proved over new year 2000) removes people's need to chug down as many drinks as they can in the laqst hour before the pub shuts, so people just drift off as and when they're ready, resulting in fewer people in the streets and therefore fewer fights etc.

Never knew the bars close so early in England..I always thought it was much later like 2 am like they do here in the states.
bars and dnace clubs are open till 2 am, beer is served till 1:45am I think
I remember in Argentina that they were opened till like 7 am, as I remember leaving a dance club at 6:30 sunday morning once and Im sure I was drinking up till at least 6am.
