There is definately a line between being confident enough in oneself not to care about the way you look, and just being a plain slob. It's a shame that it's not drilled into everyone from birth where that line is. That would solve most of these problems in a generation or less.
On the bright side though....even though it sounds kinda mean, when I see women or men who look like that, it kinda makes me feel better about myself.

:-) Didn't neccessarily say that there was anything wrong with it. It's all about personal taste. Some women like hairy chests in a man, some don't. But forcing the entire world to look at whichever one you have is not cool....save it for the people you really care about (family, wife/girlfriend, husband/boyfriend, etc). The rest of the world doesn't really want to know....

Very true, but if i buy a top which allows a bit of hair to poke out of the top of the neck, or a vest (tank top for our american friends) which lets a bit sneak out from the shoulder area, does this mean I should only wear said garments around my wife? It's not as if I'm running around with my top off flashing the rainforest on my back, all my tattos and my winter reserve of blubber to the world is it? :)

No, that isn't my point at all. :-) A little is not a bad thing, and I'm not implying that you only should wear clothes like that around your wife. But since the topic was guys who go sans shirt like that, that's what I meant. It's the "flashing the rainforest on my back, all my tattos and my winter reserve of blubber to the world" that I meant should be reserved for private. Going in public sans shirt is essentially forcing the world to look at you, warts and all, and most of the public isn't interested unless you fall into certain body types, that's all I meant. I don't fit into that type either, and I didn't set the types, and I don't think they are fair. But I'd still rather not see a 300 pound guy with more hair than Chewbacca in a speedo if I can avoid it.
