Yes it is a finished version. And you can see Hess talking to a crowd...further it's more or less like the known version. Wonder whybthey choose for Hess abd not Hitler himself. The date on the tape is mentioned the tape says " adult version" the same tape also features the "childeren version"

This particular promo version of Innuendo does exist and remains unreleased. This is just one of six versions of the video.

I've got a promo VHS tape that has a simple dark blue card sleeve, with a large square sticker on the front with the Queen logo and one of the various drawings from the I'm Going Slightly Mad single artwork. - The tracklisting is shown as;

This is all from my memory as it's away in a box, but I am pretty sure it has the promos listed, and this could possibly contain two versions of innuendo as it is listed twice. I suppose it could also have a different edit of IGSM too in theory?
GT - does this promo VHS tape sound familiar to you, and if so could you confirm the details?
