Indeed, semantics. And they are incredibly noteworthy semantics. There's a stark difference between taking a formal position and not taking one, hence the difference of the terms "atheist" and "non-theist". Non-theists tend to be umbrellaed in with atheists. In fact, "non-theist" could imply you have other religious leanings that that involve something other than some sort of theism.
Even still, the overwhelming majority of atheists don't practice their atheism in some formal way. They made a decision once and they move on with their lives. This does not deserve some kind of classification. And what if someone has never heard of a concept of an invisible man in the sky? Sure they can't be labeled an atheist, or as anything, really.
If I've never heard of guitar playing, you can't label me as anti-guitar. And if I've heard of guitar playing and simply don't feel like playing, it doesn't mean I'm taking a formal position on the matter that needs branding. I'm just simply choosing to play the flute or be a poet instead. I don't get why religion is viewed differently.

But it still depends on how they do it. Simply stating that the natural world exists is an assertion of reality, not a belief. Being religious and not being religious aren't equals. One requires blind acceptance of a proposition, and the other is an automatic acceptance of reality as we ALL see it. You don't see atheists telling religious people that they're going to burn in Detroit for eternity because they don't share their unprovable belief of the flying spaghetti monster.
