Because the promoters won't take a risk (to date so far anyways) to book him for a solo arena based tour. He does not have the established record sale criteria to merit the financial risk. QUEEN are the reason he's even got the PRIVILEDGE to CO-headline (yes, CO-headline!) such a big tour in the first place.
Queen have their own reasons for placing faith in him and that's fine and all, it's their choice, BUT the fact is this tour IS a make-or-break as far as Adam Lambert's career goes, because this IS the biggest thing he has going for him post-Idol, and if this tour fails to revive his career in ALL aspects (and also inspire him into writing his OWN material primarily), then I'm sorry but it will become a case of We Told You So, Glamberts.
Queen won't really stand to lose much however in the long run however. They have cemented themselves enough in the public consciousness that even if this tour IS considered highly controversial, it will hardly make a significant dent in their popularity as time goes by, because Joe Public will still always fondly remember the classic "Freddie" Queen.

Of course he's not ready for an arena tour on his own yet - he's just 2 albums into his career. But the average venue during Era 2 was ~8000 seats sold. I think of the 30 a few were below 5000, and a few above 13,000. I think that's fantastic at this point in his career.
I never said the QAL sales are due to Adam alone. I fully believe that Queen is the big draw - just like they were with QPR. However, the fact that QAL is outselling QPR tells me that AL is a bigger draw than PR in North America. This makes perfect sense, as PR is not that well known in NA. Bad Company doesn't have the rep of Queen, and was never that big here.
And despite losing their momentum in NA long ago, Queen is still very well known here. They might not be considered one of the two best rock bands ever, as they are in Europe, but they are consistently in the top 10 or so.
As for Queen not risking their reputation with the QPR and QAL collaborations, I agree with that completely. Their legacy is firmly established - it's not going anywhere.

If I had said COULD, not "should," you'd be spot on. His problem is that he is surrounded by 'top 40' chart quality songwriters and not being encouraged to write his own songs, which is detrimental to his career, and the fact his former record company wanted his third album to be a covers album shows that he was not having his true potential exploited in the right direction; in other words he may as well have been taken advantage of.
Whether Queen will help guide him in that right direction will remain yet to be seen. Only time will tell.

That's nice, and clearly the author is a fan, but people either like a voice or they don't, and both sides are legitimate in their taste. Who cares if some don't like his voice? As long as there are plenty that do, and the demand continues strong, as it has, he's fine.
