Iron Butterfly, no song or musical number is required to be a Best Song nominee in order to be performed at the Oscars. It's happened several times in the past.
Matt Z, I think you're forgetting the audience they'd be performing for namely a mostly white and liberal Hollywood types that enjoy and celebrate musicals. Lambert would be right up their alley.

Rockchic, while there may have been some lip synching in the past, it's primarily a live performance and there is no requirement to mime.
As for the statement you attributed to Brian, they have made exceptions in the past. I believe it was 1984 or so where they "performed" and chose to do so because of the huge TV viewing audience.

Ah right, hopefully they'll make a statement to either confirm they turned it down or deny they were asked. Would be odd to turn it down if they were asked unless any of them have something else on that night that they can't get out of. Could also be the Bryan Singer shitstorm that happened last week, seems to have upset Brian a lot so maybe he didn't want to draw more attention to them.

Performing “Bohemian Rhapsody” live would be an outstanding beginning to the Oscars show. Maybe it will still happen. They seem to like surprising people.

Adam’s wonderful performance at the Kennedy Center and the upcoming Elvis special has been very encouraging as well as the Wicked anniversary show.
I don’t remember if the original Queen band ever performed at the Grammys, Oscars, etc.
